    MAASIN =E2=80=93 Former Speaker = Nicanor Espina=20 Yniguez passed away last Friday the 13th of = April after=20 a lingering illness. He was 91 years old.=20
  
   Many have = called him a=20 Man for all Seasons; and he was, not only = because he=20 sponsored the bill creating the province, but = because no=20 other Southern Leyteno of his generation has = done more=20 for its people than he = has.
 
  =20 Born poor and orphaned early in life, he worked = his way=20 through college and a law decree as a house boy, = laborer, part-time gardener and gofer for his = more=20 affluent classmates to pay for his tuition fee. = Despite=20 his hectic schedule he was elected president of = his=20 class at Silliman University and became editor = of UP=E2=80=99s=20 prestigious Philippine Collegian. He graduated = in 1939=20 and passed the BAR the same year.

   Former=20 Member of Parliament Carmencita Reyes described = the=20 Speaker best when she said:
   = =E2=80=9COne=20 wonders how this man of mild demeanor who = apparently=20 never knew how to raise his voice has achieved = that=20 great reservoir of strength, affection and = goodwill=20 among his colleagues.

   When he=20 became congressman in 1958 the province had no = public=20 high schools, no electricity and only a handful = of its=20 barangays had potable drinking water. There were = no=20 hospitals then and Panaon Island could only be = reached=20 by pump boat.=20

   It was=20 largely through his efforts that these = infrastructures=20 have become a reality.
